Overview

Job Summary

The Environmental Manager is responsible for managing facility compliance with applicable local, state, and federal environmental regulations and internal company policies. This role will be based in St. Rose, Louisiana, but will also have oversight and responsibility for environmental compliance at our Gretna, Louisiana and Avondale, Louisiana terminal locations. This role shall be performed in a way so as to promote operational excellence with respect to EHS&S compliance and culture. The Environmental Manager shall:

    Coordinate activities as detailed below with the Director of EHS&S;
  • Identify environmental non-conformances, incidents and near misses and implement solutions to prevent future occurrences;
  • Seek to continuously improve the company's environmental performance and minimize negative impacts to the environment in all areas of terminal operations;
  • Remain up to date on current, pending, and proposed environmental regulations and developments in the bulk liquid storage industry; and
  • Serve as the Environmental liaison between the Company, employees and outside agencies.

Responsibilities

  • Manage select EH&S Department employees and operations including but not limited to scheduling, incident investigation, policy implementation, discipline, and budgeting;
  • Prepare, monitor and manage environmental operating expense and capital expenditure budgets;
  • Liaise with regulatory agencies, local governmental authorities, and local community organizations;
  • Manage and coordinate facility compliance with all applicable environmental regulations;
  • Develop and implement Company environmental policies and oversee compliance with those policies;
  • Ensure compliance with air and water permits, oversee sampling activities, and assist in the development of air and water permit modifications and renewals;
  • Manage solid and hazardous waste activities, including sampling, analysis and proper disposal;
  • Oversee and/or perform environmental recordkeeping duties, including preparation of monthly discharge monitoring reports, monthly emission calculations, annual emission reports and other submissions to environmental agencies;
  • Maintain and manage the following plans/programs:
    • Spill, Prevention, Control, and Countermeasure Plan (SPCC)
    • Stormwater Pollution Prevention Plan (SWPPP)
    • Waste Minimization Plan
    • Leak Detection and Repair (LDAR) Plan
    • Startup, Shutdown, Malfunction (SSM) Plan
  • Read and understand regulatory requirements including but not limited to the US Code of Federal Regulations;
  • Understand basic and advanced chemical parameters including but not limited to flash point, boiling point, pH, solubility, and density;
  • Understand the recognition, evaluation, and control of environmental hazards in the workplace;
  • Perform and/or organize and manage environmental compliance inspections for work areas and equipment;
  • Participate in internal, regulatory, and customer environmental inspections and audits;
  • Train employees in environmental subject matters and develop related training and presentation materials;
  • Remain updated on current environmental regulations and developments in the bulk liquid storage and advise local, regional and corporate IMTT Management on both current and future regulatory impacts.
  • Provide support to the Operations and Maintenance Departments on environmental matters;
  • Immediately implement corrective actions for dangerous conditions;
  • Review and recommend modifications and changes to the facility's equipment and/or procedures to achieve environmental or health/safety goals;
  • Conduct accident/incident investigations, prepare Root Cause Analyses and/or HAZOP studies where appropriate;
  • Represent the terminal with outside agencies and customers as needed;
  • Review Safety Data Sheets for evaluation of product safety hazards and environmental permit implications; and
  • Respond to environmental emergencies as needed.

Requirements and Qualifications

  • Education and Experience
  • Bachelor's Degree and 5+ years of practical experience environmental engineering, environmental science, or a similar area of study;
  • Record of regulatory and environmental training;
  • Effective in Microsoft Office software (Word, Outlook, Powerpoint, etc.);
  • Must maintain a valid driver's license and acceptable driving record;
  • Successful completion of drug screen urinalysis;
  • Valid Transportation Worker Identification Credentials (TWIC) card; and
  • Ability to learn and adapt in a growing and changing environment.
  • Skills and Abilities
  • Clear and concise written and verbal communication skills in the English language;
  • Ability to understand written and verbal communication in the English language;
  • Ability to make decisions in a variable environment;
  • Excellent computer skills required;
  • Proficient in Microsoft Word and Microsoft Excel required;
  • Ability to work independently and effectively in a team environment;
  • Ability to work closely with others with a positive attitude and a willingness to help others;
  • Ability to represent IMTT in a professional and positive manner;
  • Ability to interact with vendors, service providers, and employees in a professional and courteous manner;
  • Good organizational skills and attention to detail; and
  • Supervisory and management skills.

Hours of Work

  • Typical hours of operation are Monday through Friday 7:00 am to 3:30 pm.
  • This position requires overtime and occasional weekend work as job duties demand.
  • Occasional travel may be necessary, sometimes with little or no advance notice.

  • This would require the ability to lift up to 25 pounds, bend, stand, or stoop, as necessary.
  • This job requires the ability to perform climbing, bending, stooping, kneeling and moderate lifting. Employee must be able to work in confined spaces, over water and not be afraid of heights.
