Our Environmental Sector delivers comprehensive environmental solutions to meet the full project lifecycle needs of clients in the renewable energy, transmission, transportation, oil and gas, and manufacturing industries. POSITION SUMMARY

We are seeking a Project Manager/Biologist to join our Planning, Permitting and Licensing practice within the Southeast (office Baton Rouge or New Orleans, LA or REMOTE from a nearby location).


Responsibilities

KEY RESPONSIBILITIES & TASKS

  • Budget, scope, and schedule development, monitoring and adherence for tasks and projects Successfully manage medium to large-scale, often multi-disciplinary projects and maintain productive working relationships with clients is required.
  • Lead permitting efforts with the U.S. Army Corps of Engineers (USACE) wetland/stream delineations, Clean Water Act (CWA) Section 404 permitting and Endangered Species Act (ESA) threatened and endangered species habitat assessments in the Southeast.
  • Coordinate and manage field teams in conducting biological field surveys including wetland/waterbody delineations (in accordance with USACE requirements), habitat assessments, and wildlife and plant species-specific surveys, and breeding bird and raptor surveys.
  • Prepare wetland reports and obtain jurisdictional determinations.
  • Prepare permit applications for USACE Section 10/404/408 and state permit applications.
  • Prepare Levee Board permit applications including request for Letters of No Objection from coordinating state and federal agencies.
  • Prepare technical reports/correspondence.
  • Provide support for mitigation activities including mitigation banking options for client projects or permittee-responsible options requiring the development of Wetlands Mitigation Plans, mitigation site design, and conducting monitoring/reporting to Agencies.
  • Communicate and coordinate with agencies during permitting review process and attend meetings with clients and Federal, State, and local agencies such as pre-application meetings, geologic review meetings, etc.
  • Provide technical support in responding to requests for proposals.
  • Work with area manager and other project managers on strategic pursuits, including proposal development and client meetings, and help to maintain strong relationships with key planning leaders.
  • Cross-sell and increase business from accounts under management, work with other TRC project managers and sales professionals on developing efficient business development strategies for new and existing customers and participate in strategic growth initiatives to expand TRCs client and delivery footprint across the Gulf/South region.
  • Abide by Company policies and procedures.
  • Other duties and special projects as assigned.

Qualifications

QUALIFICATIONS, SKILLS, AND ABILITIES

  • Minimum qualifications include a bachelor's degree in environmental science, natural resources, biology, ecology, or related field, and 10 to 12 years of experience performing and managing the environmental planning, permitting, and licensing projects.
  • Strong ability to prioritize, organize, and perform multiple work assignments simultaneously.
  • Local regulatory experience in the Southeast with USACE, USFWS, LDWF, and Local Governments.
  • The successful candidate must provide demonstrated experience being a primary author on natural resources reports for a variety of agencies and project types/sizes.
  • TRC's strategic clients operate in the utility, renewable energy, private development, and oil and gas sectors. A strong understanding in these areas is required.
  • Possess strong verbal, written, presentation and excellent client management skills; demonstrated ability leading and managing complex projects; as well as being goal oriented, quality focused, and have demonstrated success with creating and fostering a team environment.
  • The candidate must have a strong ability to prioritize, organize, and perform multiple work assignments simultaneously. The ability to prepare clear and concise reports, procedures, correspondence, and other written materials is also required.

ADDITIONAL DESIRED/PREFERRED QUALIFICATIONS

  • Experience writing NEPA related documents such as Environmental Assessments, Categorical Exclusions, and related technical reports.
  • Experience routing linear projects across landscapes to avoid and minimize environmental impact.
  • Experience evaluating existing or proposed projects for impacts to the environment, necessary permit procedures and potential fatal flaws (due diligence).
  • Willingness to perform field work, if needed.
  • Experience leading multiple field teams for large scale field events.
